Let’s have a look at our potential profit/loss for the possible outcomes…

Chelsea win + £15.00 – £15.50 = £0.50 loss
Chelsea don’t win and crossbar struck – £25.00 + £24.50 + £20.00 (extract 80% from stake refund) = £19.50 profit
Chelsea don’t win and crossbar not struck – £25.00 + £24.50 = £0.50 loss

So, if Chelsea don’t win and the crossbar is struck, we will make a nice profit of £19.50. If, however, Chelsea do win or the crossbar isn’t struck, we’ll have made a small loss of £0.50. Risking £0.50 to make a profit of £19.50, gives us effective odds of 40.00, which I’m sure you’ll agree, makes this a very profitable offer in the long run.
