Let’s have a look at our potential profit/loss for the possible outcomes…

Murray wins + £5.75 – £6.64 = £0.89 loss
Murray doesn’t win the match but wins 23+ games – £25.00 + £24.11 + £22.50 (extract 90% from our £25.00 stake refund) = £21.61 profit
Murray doesn’t win the match and wins less than 23 games – £25.00 + £24.11 = £0.89 loss

So, if Andy Murray doesn’t win the match but wins 23+ games, we will make a nice profit of £21.61. If Andy Murray wins the match or wins less than 23 games, we’ll have made a loss of £0.89. Risking £0.89 to make a profit of £21.61, gives us effective odds of 24.28, which I’m sure you’ll agree, makes this a profitable offer in the long run.
