Do they just convince someone else to let them use their id and credit card/paypal? If so, can’t they get into big trouble for doing that?

Yes, they convince someone else to let them use their ID, and yes, you can get into trouble if you do it wrong. You need to have their full consent for everything, you need to be sure the bookie won’t find out and you need to be able to trust them. It’s definitely not something a newbie should be getting into.
