Exchanges odds

Hi all,
I have been checking the odds of Exchanges using Oddsmonkey, and I feel that there are rarely any differences between them, they also seem to rise and fall within a few seconds of each other, by the same number of tick usually.
This leads me to ask (sorry if I am being dumb): How are the odds driven at the exchanges for these to be so similar?
