Small each way bets on top half of a race

I heard someone claim that placing a small each way bet on the best 6 or so horses in a jumps race with extra 6 places offers is a good idea. So, putting about 50p (£1 total) on each each way bet. That you’re likely to win something.
Are there certain circumstances where that works?
