Let’s have a look at our potential profit/loss for the possible outcomes…

Man City win + £47.50 – £48.66 = £1.16 loss
Man City don’t win and crossbar struck – £25.00 + £23.84 + £20.00 (extract 80% from stake refund) = £18.84 profit
Man City don’t win and crossbar not struck – £25.00 + £23.84 = £1.16 loss

So, if Manchester City don’t win and the crossbar is struck, we will make a nice profit of £18.84. If, however, Manchester City do win or the crossbar isn’t struck, we’ll have made a small loss of £1.16. Risking £1.16 to make a profit of £18.84, gives us effective odds of 17.24, which I’m sure you’ll agree, makes this a profitable offer in the long run, even though we need Manchester City not to win.
