Let’s have a look at our potential profit/loss for the possible outcomes…

Draw + £65.00 – £65.36 = £0.36 loss
Not a draw and crossbar struck – £25.00 + £24.64 + £20.00 (extract 80% from stake refund) = £19.64 profit
Not a draw and crossbar not struck – £25.00 + £24.64 = £0.36 loss

So, if the game isn’t drawn and the crossbar is struck, we will make a nice profit of £19.64. If the game is drawn or the crossbar isn’t struck, we’ll have made a small loss of £0.36. Risking £0.36 to make a profit of £19.64, gives us effective odds of 55.56, which I’m sure you’ll agree, makes this a profitable offer in the long run.
