they are a bit vague, but I think it means you can only bet on the winner market ie Alvarez to win, like the football team A x team B market. Probably so you can’t bet on the match to go further and guarantee yourself a win because the full quote is “4. Only bets on pre-fight markets on Canelo Alvarez to win are eligible for this Promotion; Rounds Over/Under markets do not qualify.”
Not sure you can lay off the round part of it to guarantee profit though so it would just be a bet (and lay) and hope.
